Are back boilers still legal for letting purposes?

I am considering buying a reasonably modern house, but it has a GAS back boiler.
I believe that there are now some Gas-Safe regs about needing direct access to see into/through the length of the flue, for safety reasons.
I cannot imagine that this examination is possible with a back boiler (venting up the chimney)... (So I could not get a Gas Safe Cert??)
Fitting a new boiler to an outside wall would be expensive and - maybe - not even possible, due to the layout.
How much of a problem is this, pls?
Any advice gratefully received!
