SERVING S21

I have recently been told by two different agents that there is no need to serve s21 at the start of a new tenancy.
In the past, all agents I have used have served it with the tenancy agreement and no tenant has complained.
One agent's explanation is that it makes the tenant feel uneasy that he/she can be evicted ay any time, yet every time
we discuss deposits here, the advise is to serve an s21 with it.

Can anyone please advise if not serving at the start of a tenancy will cause problems when it comes to eviction?
