electricity safety/certification

I have recently bought my first property:two flats converted in a three storey town house.
I asked the local authority for guidance and have been told that this is not an HMO.

I have had some improvements made to fire doors and some new, integrated smoke and heat detectors installed. The guy who did this work tells me I need a 5 yearly electricity certificate

Is this correct? Or even if not, is it worth doing as a safety thing?
