2 months rent arrears

If a Tenant is paying part of the rent himself and the remainder is paid in benefit by the local authority, would "2 months rent arrears" refer to the Tenant's portion being in arrears or the rent including the benefits? ie a Tenant's rent is 500 per month. The Local Authority pays 200 two months running but the Tenant doesn't make any payment. WOuld this be sufficient for a s17 Ground or must the entire monthly rent including the benefit apportionment be in arrears also? Thanks.
