paying council tax on joint tenancys

someone told me that if there are more than two tenants on a tenancy agreement the landlord is liable to pay the council tax.

With the property concerned there are some adult children moving in. I was only going to put the mums name on the tenancy agreement (there is no dad). This is the first time I have used the AST download off the site and the instructions say to fill in all the tenants including children in section 'c' (tenants) and 'o' (names of people who will live at property}. Will I have to pay the council tax if I do this?
