separate or joint agreements?

I am about to take over the management of my son's flat, which we own. He lives there with a friend as a flatmate but my son is moving abroad shortly. Another friend wants to take over my son's room and share.
Because my son was living there, a tenancy agreement wasn't really necessary before. It is now, but I'm not sure how best to set it up.
It is unlikely that one will take on sole responsibility for the whole flat. Do I go for a joint tenancy or do 2 separate agreements?
