We have renting for several years and have done several house share conversions we also in the early days communicated and worked with various council departments. We had been led to believe at the time that a house on 2 FLOORS only and with say 5 rooms did not ask us that we needed to apply for a licence - is this correct? And is it only 3 FLOORS or more that require a license?

We were also told at the time by one council department that they didn't believe it would be a problem to have up to 6 rooms (still only on 2 floors) he said however the planning department may want to know and require a planning application on 6 or 7+ rooms.

Can anyone please advise on the above?
