Responsibility for Stopcock

HI

I have a rented flat where there are large water tanks on the roof which supply each flat via a communal steel pipe to which is attached a stopcock immediately upon the feed entering my flat. However, this stopcock has now frozen and cannot be turned off and there is no way of turning off the water tank. Who would be responsible for fixing this stopcock (there is no way of freezing the pipe as it comes off the communal pipe?

Also, there is a mains stopcock that comes into my property and I have noticed that this too is frozen. Again who would be responsible for fixing or changing this?

I have checked the lease and I cannot find anything specific to this. Can anyone out there help?
