Enfield Council has introduced a new licensing fee for private landlord's (despite opposition) which required private landlords to register (500 for every five years in order to combat anti-social behaviour in the private sector. hello! I though it was COUNCIL housing that most anti-social behaviour was associated with, as private tenants are mostly at work. Also, is it not the job of law enforcement/police to deal with anti-social behavior? As landlord, I cannot stop this (whether I am licenced or not). What is the RLA's take on this? Is there a threat of this spreading to other boroughs/districts?
