Glass too thin

WE have been inspected by Bristol City Council who have decided the Victorian flat in a conservation area we own, has ceilings that are too high and glass that is too thin!
This has been categorised as a Categery 1 hazard with view to cold. We must rectify by double glazing and/or central heating, the storage radiators are not good enough in their eyes even though they have boost facilities.
Can they do that, the windows are large sash(Victorian)and will cost a fortune to replace as they will have to meet conservation guidlines too. Has anybody else come across this problem and does anybody have any ideas??
