Property Redress Scheme

I have a portfolio of 10 residential properties - 8 are managed by Letting Agents. The other two - one let to a friend of my wife and our student house - we look after ourselves. In respect of the latter two properties, do we need to register with one of the redress schemes mooted under the Property Redress Scheme.

I am also on the management committee of two blocks of flats where I own one of the flats. Each of the flat owners owns one share in the management company and they elect the members of the management committee. The management committee look after the management of the block and no third party property manager has been appointed with the management committee engaging tradesmen as and when required. Does the management committee need to join a redress scheme?
