Neighbour dispute advice

Over the weekend, we received this most recent e-mail from the neighbour of one of our flats! Your comments and more importantly your advice, would be gratefully received.

"Your tenant continues to be rude, aggressive, and refuses to be quiet in the early hours of the morning. He is now shouting at me about what his door will cost to fix. This he blames me for, when it was clearly his own fault for not opening the door to the police when asked.
He is now shouting through the window at me telling me the door will cost hundreds to fix and its MY fault.
Can I suggest, since you have so far not acknowledged my emails to you about the nightmare of living here with him upstairs, that you have a look at the door and perhaps fix it yourself - probably with some wood glue and paint.
Otherwise your tenant's continued harassment of me is likely to increase and, it will inevitably involve more police - he may even cause me hurt.
I suggest you take this situation seriously and respond.
