HMO & Council Tax

We have just completed an HMO of 8 rooms with own kitchenettes and shared bathrooms. License is being issued etc. Before we started the project, whilst aware of the RLA advising that some councils are charging council tax per room, we contacted the VOA and Poole Council to get as much information as possible. It seemed at the time that the worst case scenario would be a charge for each floor as 'households' which we have been working our figures on. Now it seems that the VOA have a document showing how they decide which HMO can be charging the rooms individually and its all to do with the amount of alterations you have done to the property. Surely this cannot be right! We will be paying nearly 8,000 when the 12,000,000 properties in Poole pay 3,000 per year. I have the lady from the VOA coming next Monday to have a look around any advice would be gratefully received.
