Furniture and furnishings fire safety regulations

I have heard that I have to comply with the following:
1. All upholstered furniture (including cushions) must pass the cigarette and match tests and be labelled as complying with BS 7176:2007.
2. Mattresses and bed bases should pass the cigarette and match tests and be labelled as complying with BS7177:2008.
3. Curtains, drapes and window blinds should satisfy BS5867-2:2008 Type A and be labelled accordingly.

I have been in contact with our local Environmental Health who in turn has contacted Fire Prevention and they tell me that I have to comply with the 1988 regulations, not 2007 or 2008.

Could you please clarify the matter for me.
