Broken leaking boiler

My tenant informed me on NYE evening that his boiler has broken and he has no heating or hot water...he also sent me pictures of it leaking water and ruining the carpet to the airing cupboard and the hall...I have told him that we can come round on New Years Day morning...and he has said that he is not in until the evening...is it acceptable for us to have to wait all day to go around?...as a soaked floor/possible ruined ceilings and no heating and hot water is something I would class as an emergency..and we would like to go as soon as possible..should add that we have served this tenant a section 21 notice to vacate the property at the end of his tenancy agreement which is in 2 weeks time, and he didn't take it too well...he is always a nightmare re letting us gain access to the house.
