With regard to the fire safety; what fire precautions are needed in an unlicensed HMO?

From my research I have found that we need the below

-Small CO2 fire extinguisher - where do we put it?
-Fire blanket - where do we put it?
-9 litre Fire extinguisher - where do we put it?
-Heat detector in the kitchen (not above the oven)
-Smoke detectors on the ceiling of the hallway of the ground floor and hallway of the 1st floor

is this right and do we need anything else ?
