Ending "informal" Tenancy

Hi All. I inherited my mum's house last year. She had a family living with her when she was alive, there was no formal tenancy, the kept an eye on her and paid her some rent occasionally. Worked well all round. On her death I assured the family nothing would change suddenly, but that they couldn't carry on living there forever. In the interim they have paid me "what they can, when they can" (not very much, not very often and certainly less than market value). Now I want to sell, but it seems they're not keen to vacate, so I might have to take posession formally. But the S.21 notice on RLA says clearly "5. This notice must only be used where the tenancy begins as a fixed term tenancy." (which it didn't, there's never been a written tenancy agreement) Any help gratefully received.
