Door locks

Hi there, We own a flat in a block which has a key operated dead lock in the front door of each flat. We have a tenant who is now objecting to the fact that this is the only lock on the door and says that to have a key operated dead lock and no other mechanism is illegal. We have lived there ourselves and not had any problem, but certainly do not want to be outside the law if this is the case. Are you able to give me any advice on this or point me in the right direction to find the information.
