Stolen Water

Not had this in 27 years of being a Landlord!

So I just checked one of my apartments and went into the cellar. The mains pipe for water goes through there and feeds the three flats. Only one tenant has access to the cellar. The mains pipe has a new pipe off it linking into the cold water supply of the flat at the other side of the meter and stop tap, bypassing the water meter for his flat.

So being honest I feel the need to do something about it. I've not said anything as this is a very prickly tenant. So do I ring the water company call centre and let them know? Or is it something the police are even remotely bothered about? Problem is the water meters are in another part of the building so wonder what pretext we could use to enter the cellar. Access has always been an issue with them even for repairs.

Any legal advice please? Also any pragmatic solution based on experience would be a real help?
