I served a section 21 notice on my tenant expiring on 20 April. I need to live there.

He has been refusing any form of communications since Last November and changed the front door lock. By now he owes me £750 in the rent.( rent is £1200/month).
Iím just thinking ahead that by the time he is forced to vacate the flat, it will be June or July.
And I probably wonít have his forwarding address.

Is it wise to start MCOL now?
And one more point: Because he changed the lock, I don't have access to the flat. It's landlord's duty to check the condition of the property regularlly with 48 hours notice? according to RLA AST.
