LBN have implemented a policy of issuing Enforcement Notices on landlords who hold HMO Licences but did not apply for separate planning permission. Is this legal? Are they allowed to make landlords apply for a licence paying a fee and applying for planning permission and charging a fee for this as well. Newham have now instituted a policy of forcing landlords to revert back from HMO to single family dwellings. Is anyone else having difficulties with Newham or other LA's in this way?
