Notification to energy supplier.

HI, I currently let my property through a letting agent which is under a 'fully managed service' this states according to the agreement managing the let and all extensions to this.

I recently received a call from an energy supplier stating i owed money for a period that the property was occupied by a tenant which fell within the full managed service I was paying. I had at the initial 'moving in date' informing the supplier I wanted to close the account as a new tenant had moved in. This was indeed closed, however was since reinstated because they had not received notification of the new tenant. I am wondering was in the letting agents responsibility under a 'fully managed service' or mine to provide the supplier with meter readings / tenant details.
