I control the heating as it serves 2 flats and my tenant in one flat isn't warm unless it's 30 degrees! Water and gas is included in her rent. The thermostat is kept in a locked room in the building. It is set to come on 4 times a day even at night! It's on more than its off. Now as I have served the tenant with a section 21 she has gone to environmental health to get housed by the council. So I have a few minor things to do which my tenant has never informed me about! Then there's the issue of the heating. What rules apply with regard times that the heating should be on? I have found a tamper proof box so I can put the stat in the flat and set it at 21 degrees.
As I'm paying the bill do I have to meet certain guide lines?
