Waltham Forest Private Rented Licensing

As from 1.4.15 Waltham Forest is enforcing a licensing system for all properties that are rented out within the borough.

One of the documents that they are requesting is a "fire risk assessment". I have been told by fire risk assessors from companies recommended by the RLA, that this only applies to communal areas and not a one bed maisonette with its own front door (which is what I own and rent out).

Is this a lawful requirement? Have Waltham Forest the right to ask for this certificate to be in place?

Does anyone have any knowledge on this subject?
