Electrical safety certificate - change of tenant

As part of my application for a Landlords Charter at my local Council, one of the conditions for application success is to have a Electrical Safety Certificate for the property.

I realise that I do not have to get this done as the property is not a HMO and there is are less than 3 sharers.

Question is this - I already have this Certificate (done last year, lasts 5 years before expiry), however I have had a change of Tenant since the Cert was issued. My electrician has stated the check needs to be done again as the last Tenant could have interfered with the installation. Unsure if he is trying to drum up work for himself here!

Also, will the Council check is there has been a change of Tenant since the Cert was issued?

Opinions please....
