Permission to let fees from management comapanies

We have some landlords who own leasehold apartments in a freehold block.
For the first time since new, around 8 years, the landlords have received letters from the block management company requiring the landlords to seek permission to sub-let. There is a charge of 150 for seeking permission and an annual fee thereafter of 110.
I know this is relativley common but what is the legal contractual requirement. There is a clause in their agreements that states they must inform the management company if they decide to sub-let but there is no mention of a charge.
The price to re-let appears out of proportion with any admin associated.

What route would the landlords need to take to challenge?
Any experience on this?
