Need some advice on HMO

Hi - I have my only residential property in Warrington which I have tenants to cover the mortgage.

Being rather careful I contacted the council to check if it was HMO or not. It actually isn't. However they have come back to me with a long list of requirements, even though as far as I can work out its doesn't really classify under HMO.

I am looking at a bill in the region of 3k on a new house to make changes such as domestic sprinklers which I feel are completely inappropriate from my house. Is there a good way fo fighting this?
