Outstanding bills on vacating

Hi,

I have a tenant who has terminated and vacated. There are no serious issues but they have not paid their final utility bills. They have provided me on request a final utility bill for around 600 but they have arranged a payment plan with the utility company for six monthly payments.

Am I, as the landlord, potentially liable if they cannot meet this payment plan?

I have not refunded the deposit just yet, if I am liable can I insist that the outstanding amount is paid from the deposit amount?

If both of the above, can I insist on paying the bill myself and subtracting the payment from the deposit?
