Do I need EPC for a HMO?

I'm in the process of buying a 5 bed HMO property, with a HMO licence. The EPC provided is a G and the mortgage provider has refused a loan, unless it can be brought up to an E. The estate agent contacted me stating that a HMO property does not require an EPC, thus it should not be an issue with the mortgage. From what I can see, an EPC is required in order to be able to advertise the property to let, and if the house is let on one contract then it should have an EPC.
The estate agent insists that I don't need an EPC and the vendor will not upgrade the heating or the insulation. What should I do and have I got it wrong about the EPC requirement?
