Damage to Neighbours property

My tenants called me last week to inform me there had been a flood due to blocked pipe in kitchen and had leaked into flat below.

They asked if I could claim on the insurance and the neighbour is now chasing me for the details. However, I believe that the tenants were negligent in causing the pipes to block as I only left the property 4 weeks ago and no problems with pipes then. It is also in the tenancy agreement that they are to ensure pipes are kept in good conditionn.

Can I refuse to provide my insurance details to the neighbour below and ask her to claim via the tenant??

I am a first time landlord and really wasn't envisaging this kind of problem.
