I am currently bringing a house that I have bought up to HMO standard in anticipation of selective licensing. I am about to start doing similar work on another house which is the subject of mandatory licensing. My contractors have been in touch with Manchester council who are most unhelpful. The issue revolves around external door locks. Thumb turn locks which we must fit do not have the appropriate safety/security rating for insurance purposes. My building insurance states that external doors must have 5 lever mortice deadbolts complying to BS 3621 which the council will not permit to be fitted. Their response was to advise changing insurers which is not helpful!Any ideas?
