Money up front for end of tenancy cleaning

Is there a problem in taking money up front for professionally cleaning ? This would be for the basics,ie fridge/freezer/cooker/hob which we find the worse left especially if a judge is always going to be on the tenants side in a dispute and it is difficult to prove in a photo as to how it was given originally.
250 would cover it. And make it clear that the money is NOT a deposit.

I have rarely found a tenant who clears up well at the end of tenancy despite what you tell them or put in writing.
