police broke in

a concerned relative contacted a tenant of mine because of concern that would not answer calls.The police contacted me and asked if any local person had keys as they got no response.I said he may not answer as there is an eviction order and we await bailiffs.As no keys available they said they may have to break in and I asked who would be responsible for cost of repairing door.They said police would be.An hour later they broke in to find tenant well and watching TV and now say its tenant's responsibility to fix door. what shall I do ?
