Problem with Freeholder

Since September 2014 I have had an issue with the supply of mains water to one of the flats I rent out. At first the landlord denied the problem as did the management company. I even went through an official complaints procedure which unsurprising said that no fault lay with either the management company or the freeholder, moreover my case was individual and not a block issue!

After months of pressing and pushing we now have established that many flats are affected by this, therefore it is not individual, a project has been funded to replace all pipe work to a much wider gauge to increase supply and pressure both in the building and outside (by Thames Water) but still no actual physical change.

Can RLA help me in applying pressure either via solicitors letter or other means to speed up this matter as I am fearful it will drag on and on...
