I've been going through the recently government published Private Rental Sector Code of July 2015. We are private landlords and I am the main administrator manager and store our tenants' details on my pc and my telephone so they can contact me and I can contact them, etc. We have a privacy policy which our tenants sign when they commence a tenancy which explains what we store and how we store it and what we do with it - ie we only share their data with contractors so they can arrange mutually convenient dates/times for any repairs/maintenance work. Do I still need to register with the Information Commissioner's Office?
