Keeping pets in communal area

Hello,

I have recently had a new tenant move into my property (1 of 4 flats in converted house with shared garden) and used the agreement on this site which specifies 'no animals in the property', however it's just been brought to my attention by the other people in the building that the tenant is keeping a rabbit and rat in the gardens. The others do not want these pets in the garden as they fear they will attract rats and I certainly don't want them inside my property as I have had issues with tenants' pets before.

As the wording of the agreement specifies 'not in the property' do I have a leg to stand on if I ask him to remove them? Or is it more of a case that he should have sought agreement with everyone before keeping animals in the communal garden area?

Any advice would be appreciated.
