I am a little confused: a deposit is taken to protect the landlord against non payment of rent. According to Tenancy Agreements the tenant cannot withhold rent for perceived, contrived or actual problems they might claim regarding the property. Why then do the Deposit Schemes entertain claims from tenants for the return of the deposit when they are in arrears as any such claim by the tenants should be addressed by bringing a separate claim against the Landlord.
