Assured Tenant - Improvement Works

Dear Sirs

We own a property occupied by an elderly gentleman which needs to be significantly improved. The gentleman has an Assured Tenancy. He succeeded his mother who was a Regulated tenant who had previously succeeded her husband, the original Regulated tenant. The property does not have hot running water, it has an outside toilet, it does not have a bathroom or kitchen. The wiring is very old. It is inadequately heated. We have periodically offered to refurbish the property for the tenant. The tenanat has consistantly refused to allow us to renovate the property and has signed letters confirming this. The property clearly does not comply with current Health & Safety legislation. Can we require the tenant to provide access to facilitate the improvements. If not how do we ensure that we protect our position against action by the statutory authorities for non compliance of Health & Safety legislation.
