Section 8 or 21 or both?

Hi. I have a tenant struggling to pay the full monthly rent. This has been going on for almost 10 months. We have accepted part rent payments and have agreed a plan to pay back the shortfall. However, we are now in a situation where we would like to remove the tenant and put the property on the market as weare struggling to pay the mortgage. Would it be advisable to serve notice section 8 for arrears or section 21 to gain access asap? Could I serve both? I don't believe that I would be able to recover any of the outstanding debt of approximately 1000? Many thanks in anticipation.
