Gwynedd Council is about to apply for its 2nd 5 year Additional HMO Licencing.

They say that they have improved the standards of housing due to the Additional Licencing.
They also say that it helps to reduce anti social behaviour.

They argue that all flats above shops need to be licences whether they conform to the 1991 regs or not.
In cases where there are 2 self contained flats housing only single people in each flat.
Where the self contained flats open directly to the outside and they only share an outside stairway
Where there are already hard wired fire alarms with emergency lighting
Where there are owner occupied flats
Even if there are only 2 floors above the ground and the ground being a shop.

I do not feel that there is a need for this licencing and that most Landlords are very responsible people and if they are not there already laws in place to enforce minimum standards without the additional licencing.

The may be a slight anti social behaviour problem in a few of the larger towns however I think this is exacerbated by the Council using the run down hotels to house their homeless. Also if this is the case then they should just obtain licencing for these towns only not the whole county.

This is a very rural county, Landlords make a small profit on their investments this unnecessary additional licencing will only serve to reduce the number of Landlords willing to invest in the county and therefore reduce the amount of much needed housing for young people and those on low income.

What do you think? Any advice greatly appreciated.
