compulsory guarantor ?

I am a landlord and my daughter is hoping to rent out a place with her partner. They have been asked by the letting agent that they must first be sure to have a guarantor because they are under 25yrs. They are 20 and 23, both working full time. The agent has asked nothing more yet or completed any credit checks at all so has no idea about their suitability. Is age alone a reason to request a guarantor or is this discriminating or is it allowed, does anyone know.
