Holding deposit

My property manager appointed a lettings agency to find a tenant. They found a tenant who paid a week's holding deposit and then dropped out a few days later and before anything was signed. The property was taken off the market during this time and there was a delay before a new tenant was found during which time the property was empty. I was advised by the property manager, in writing, that the holding deposit would be awarded to me as compensation. This has not happened and the lettings agency now advise the property manager that the deposit was returned to the prospective tenant as they had no legal grounds for holding it and there is no compensation for me. Where do I stand? Do I seek recompense from the lettings agency or the property manager
