Noise complaints and freeholder

Hi

I have received complaints about noise from the neighbour about the tenant. The neighbour occupies the flat below and the first complaint concerns the alledged heavy footed nature of the tenants movements about the flat. I contacted the tenant who was unaware they have a heavy footed nature. I have received a subsequent complaint along the same lines but now the neighbour wants to contact the freeholder. Firstly does anyone have any advice on how to manage such a noise issue, the nature of which I feel doesn't breach the tenancy agreement but which is clearly upsetting the neighbour. Secondly, what powers does the freeholder have in this regard; could this represent a breach of my lease and risk losing my flat, and what steps should I take to placate them?
