I had a tenant (on housing benefit) who moved next door into a property which was temporarily without electricity (no meter) but kept the keys to my property until meter fitted. She apparently ran an extension lead between them. Keys were then posted back.
The Council declared me responsible for Council Tax from the date she signed for the new property until the date she posted the keys (16 days) quoting case law as CT v Horsham District Council.
I would be grateful for your thoughts and what actions could be taken (amendment to contracts?) to try to avoid this situation in future.
