HMO tenants withold rent

I have a large house which I share with lodgers.I am a registered HMO. Recently the boiler broke down and we had no central heating for 8 days. I bought heaters and we used the emersion for hot water which vastly increased the amount of money needed to feed the electricity meter.How long does the heating have to be off before the lodgers can legally withold rent?How much rent are they entitled to withold?
