ELECTRIC and FIRE CERTIFICATES

Hi
i have an licensed HMO in the Wirral.
After a routine inspection i was told that

The fire alarm certificate was issued in December2015 last year, these
certificates should be issued every six months

as far as i know

Electric Periodic Inspection Report (every 5 years)
Emergency Light Inspection and Test Certificate (every year)
Fire Detection and Alarm System Inspection Servicing Report (every year)

Is Wirral Council correct?

Should I pay someone to do a Risk Assessment and prove the council that i only need to provide the certificates every 1 and 5 years?
