Letting Agent: Tenant Arrears

Hi,
The letting agent on a fully managed property basis allowed a tenant (now vacated) to build up arrears of 1250. The letting agent suggests that I issue a CCJ against the former tenant in order to recover monies. As the property was fully managed by the letting agent should the CCJ be against the letting agent?
Additionally having checked the letting agent is not listed as being a member of the three available redress schemes, how does this affect my approach to this arrears problem?
Your advice please on course of action to be pursued.
