Powerflush radiators?

I have new tenants complaining that 2 radiators are cold at the bottom and so not giving full heat. They are asking for a powerflush.

They have not shown a lot of common sense in operating the heating system. I had to go round and show them how to turn the bathroom radiator on.

Perhaps I should say that the house has just gone through 4 months building work with new pipework but old radiators kept and refitted. Boiler is 2 years old.

Should I pay for powerflush? Should I leave it to them? Could it be addressed by them bleeding rads? Am I right to expect tenants to bleed rads themselves?
