If I have had a fire at a property making it unhabitable and the tenant was on a RLA tenancy agreement, would he be entitled to alternative accommodation?

If he has a 20 lad staying with him, not named on tenancy, not known to me, would he be entitled to alternative accommodation?

I believe they removed the battery from smoke alarm, they deny this, would a faulty alarm make me liable to house them as property is unhabitable for now?

The tenant is still receiving LHA but not paying rent as not there, so I think the LHA should be used to fund temporary accommodation.

Any advice greatly appreciated.
