Is it true that from 2018 all AST agreements will have to give the tenants a minimum of 3 years security of tenure unless the landlord is a registered provider of social housing?

Is it also true that the tenants will be allowed to give the Landlord 2 months notice to terminate the agreement at anytime but the landlord will not be given any such rights and he will have to wait until 2 months before the end of the 3 year fixed term to get his property back.
